The world of charity purchasing is truly a jigsaw. Because charitable organisations use only certain pieces of the puzzle for their buying - the elements that are relevant to them - they have no way of putting together the whole and judging if they really are getting value for money.
Sometimes this local emphasis benefits the suppliers more than the charities...
