Frank Douglas is the new group HR director for Transport for London (TfL).

Douglas will be responsible for delivering effective HR strategy and services for the transport authority and reports directly to Peter Hendy, London’s transport commissioner.

Douglas was brought up in New York and moved to the UK in 1997. He was previously HR director at brewer Scottish and Newcastle. Douglas has also held senior leadership roles in companies such as British Telecom and Shell. Interim management provider Interim Partners has promoted Simon Gough, head of its Fast Moving Consumer Goods team to its board of directors.

Accountancy and finance recruiter Howarth Morris has appointed Helen Berry as divisional manager. Berry joins from Adele Carr Financial Recruitment.

Founding director of Smart Group Recruitment Solutions Helen Stacey has joined Team Recruitment as head of operations & business development. Stacey will be responsible for the development of the Poole and Chichester offices.

Interim management provider Russam GMS has appointed Jason Atkinson as managing director for the private sector and Gary Lawton as managing director for the public sector. Atkinson, deputy chairman of the Interim Management Association, will be responsible for financial services, private equity, manufacturing, defence and aerospace, the not-for-profit and charities division, new marketing and the communications division, Athene Interims, universities and general practice. Meanwhile, Lawton, former head of public services at IT recruiter Elan, will focus on central government and the civil service, local government and public sector healthcare.

Gareth Richardson has rejoined specialist accountant Danbro as new business consultant. Richardson, who worked for Danbro until May, will build relationships with recruitment agencies, offering tax advice and providing new client support.

Communications recruiter Expand has appointed Aidan Walker as business development director. He will develop the Expand brand into mainland Europe.

Executive recruiter Antal Russia has appointed Karl Franzmann as head of its banking practice. Franzmann was previously director of recruitment for renaissance capital in Moscow at Barclays Wealth Management and Global Retail & Commercial Banking.

Social and child care recruiter Personnel & Care Bank has appointed Tracey Shapley as business development manager for the London area.

Global executive search firm The Caldwell Partners International has appointed Kristin Hebert as partner in its San Francisco office to lead the company’s recruiting practice for senior legal talent.

Hebert has more than 20 years’ experience in the legal sector in executive recruitment. She was previously a partner at Heidrick & Struggles, as well as partner and chair of the legal search practice group at both TMP Worldwide and retained executive search operation Highland Partners. The Canadian retained executive search firm has also announced that its founder,C Douglas Caldwell, is stepping down as a director and executive chair of the company’s board of directors.

Online recruitment software provider Eploy has appointed Mark Hobson as business development director. Hobson joins from a US-based multi-national software company.

Ian Sprackling has joined graduate jobs site GradFutures.com as chief executive. Sprackling, who takes over from Demetrios Zoppos, has held management positions at the Evening Standard, the Daily Express, The Independent and Reed Business Information. Sprackling was also head of sales at jobsgopublic.co.uk. Zoppos moves to onefinestay.com, a startup co-founded in the online travel & hospitality industry.
