International recruiter Kelly Services has appointed John Callagher general manager of the firm’s staffing operations and financial recruitment arm Toner Graham.
Callagher was previously The Grafton Group’s director for international operations and before that held senior positions at Nicholson International, Antal and Alexander Mann Solutions.

Callagher says: “This is a great new challenge for me and I am looking forward to working with the whole team at Kelly Services. My priorities over the coming year are to expand our professional and technical divisions both geographically and in terms of headcount, and to see our search & selection process implemented across the UK & Ireland.”

Commercial recruiter Aligra has appointed Wesley Seare as branch operations manager to manage its Swindon operation.

Public relations, corporate communications and investor relations interim management recruiter VMA Group has appointed Christian Lawrence as a principal consultant in its Northern office in Manchester. Lawrence, who will cover corporate communications, internal communications and PR agencies, was previously with specialist property recruiter Macdonald & Company, where he was director of its Manchester office.

Kelly Quirk has been appointed managing director for Randstad Managed Services. Quirk joins from Hays where she was director for Europe, the Middle East and Africa.

Jobs board Right Jobs in Wales has appointed Holly Hulme as sales manager to run sales for the South West.

Executive search firm Odgers Berndtson Canada has promoted Penny Mirams to partner in the Toronto office and a member of the healthcare and not-for-profit practices. Mirams has been with the firm since 2004, mainly involving searches within institutional and community healthcare, as well as long-term care homes, foundations, health-related charities and member organisations.

HR recruiter Frazer Jones has appointed Layla Jaff as an associate director. Jaff joins from Penna and has worked at Michael Page to further develop its temporary and contract HR recruitment team.

Global network of independent recruitment experts TEAM has appointed Tim Lane as regional director for the IT/technical sector. Lane is a co-director of Cheshire-based recruiter OCC Computer Personnel and starting as a computer operator in the late 1970s before moving into IT recruitment in 1985.

Provider of on-demand talent management solutions Taleo has appointed Adam Brenner as group vice-president for Europe, the Middle East and Africa. Brenner will be responsible for sales and operations in the region, leveraging Taleo’s investment in the latest version of its talent management system Taleo 10.

Alex Gregory has been made a director of accountancy and financial recruiter Grafton Banks Finance. Gregory, who joined the Hove-based firm as manager when it was founded in 2008, was previously with Badenoch & Clark for seven years, where he set up the permanent finance division for Surrey and Sussex.

Rachael Clements and her brother Tom have taken over running Travail Employment Group in Trowbridge from Steve Oborne, who has decided to move into semi-retirement. Clements and her brother have signed a new franchise agreement with Travail Employment Group.

Technical, professional and outsourcing recruitment group Matchtech Group has appointed Nigel Lynn as executive director. Lynn, who was founder of multi-sector recruiter Nigel Lynn Associates and more recently managing director of Impellam’s professional and technical division, will focus on developing Matchtech’s professional services.
