He joins from Royal Dutch Shell, where he was responsible for building its employer branding and marketing capability across the UK, Europe, Africa, Middle East and Russia.

Swaroop will focus on building and strengthening the RBS’s employer brand and other associated brands, as well as bolstering recruitment marketing and driving candidate-sourcing efficiencies across the group.

Technology, finance and healthcare recruiter Arrows Group has promoted Charlie Sell (above) from technology manager in its London office to Netherlands country manager. Sell will now head the firm’s technology and finance operations in its Amsterdam office and will also oversee plans to open two more European offices over the next couple of years.

Accountancy recruiter Balance Recruitment has recruited Tom Reynolds as head of its new temporary and interim division. Reynolds specialises within the media and entertainment, FMCG and retail sectors.

Multi-sector recruiter Central Employment Agency has appointed Denise Low as team leader of its commercial division. Low will be responsible for leading the commercial team and will also look after temporary vacancies including those from local public-sector organisations, private business and the NHS.

International IT recruiter Darwin Recruitment has hired John O’Sullivan (above) and David Higgins (left) as non-executive directors. O’Sullivan is managing director of peer-to-peer business learning forum Elite Leaders and is currently non-executive director to several other companies. He founded the Best International Group, which was sold to Spring Group in 2003. Higgins is the founder and former chief executive of Harvey Nash.

Food manufacturing and warehousing recruitment specialist Industrious has appointed Darren Davis and Lauren Parker as contract managers. Davis will be located at the firm’s Sheffield office, while Parker will be based in Edinburgh. Meanwhile, Industrious’s Leeds head office welcomes Philip Wagstaff as business development manager.

Executive search company Kinsey Allen International has recently appointed Debbie Bennett as marketing director. She will be responsible for building and expanding the Kinsey Allen International brand and supporting the organisation with a focused marketing strategy.

Stephen Moir, corporate director for people, policy and law at Cambridgeshire County Council, has taken on a part-time secondment as national adviser: organi-sational development and transformation with Local Government Improvement and Development, formerly known as the IDeA. Moir will be involved with the National Place-Based Productivity Programme, focusing on workforce issues from people management and development within councils to schemes such as the People Management Peer Review, support for workforce skills activities and working with central government on public-sector productivity issues.

Multi-sector recruitment service Recruitment Genius has hired Steve Huxham as a non-executive director. Huxham is also chairman of the Recruitment Society, a director at the Institute of Association Management and chairman of social work and voluntary sector recruitment specialist Amicus Recruit.

Indian engineering firm Thermax has hired Sharad Gangal as executive vice president, HR. He was previously general manager human resources with HDFC Standard Life Insurance responsible for HR, administration, training, staff engagement, resourcing and strategy for talent retention.
