Resourcing Product Owner (People and Culture) - 6 months - Swindon
The P&C Resourcing Product Owner serves as an interlock between Technology Initiatives and the People and Culture Tech Talent Resourcing teams.
An intelligent Business interface, the Resourcing Product Owner will have full oversight of the Resourcing Demand, Backlog and Progress and will responsible for enabling a successful and timely delivery of Resourcing in to the Tech Initiatives they are aligned to.
They will partner closely with the Communities and Tech Initiatives and works "two in a box" with the Headcount Owner for each Tech Initiative to; operationalise the demand plan in to a Resourcing Plan, identify risks and blockers to the buy strategy and enable Resourcing readiness and proactive Resourcing activities.
Whilst the initial focus is on external permanent employees to support the Technology and Digital talent demand, it is expected that the Resourcing Product Owner role will evolve over time to provide a holistic overview of all Talent categories - internal, permanent, contingent (DRC and SOW) and emerging talent (graduates and apprentices).
Key accountabilities and responsibilities:
Business Partnering and Resource Planning
* Works "two in a box" with the Tech Initiative Headcount Owner to understand demand, the strategic imperatives of the Tech Initiatives and the prioritization of roles.
* Responsible for translating the Tech Talent Demand plan to a Resourcing Plan, taking in to account the requirements of the business on a 3 months horizon. As the as the Resourcing Plan process matures this may evolve to a longer time horizon.
* Accountable for delivering, regularly updating and reporting on the Resourcing Plan to the identified stakeholder groups in the RACI, including the Headcount Owners, Tech Talent P&C and the Tech Talent Resourcing Leader
* Review if the delivery of the Resourcing Plan and external hiring strategy is at risk and identify blockers and issues
* Manage and control the Resource decisions in the Tech Talent Initiatives
* Constant visibility to Resourcing Back-log, progress and numbers; demand (what is coming), requisitions raised (but not approved), requisitions approved (live requisitions), resourcing progress and requisitions fulfilled
* Responsible for back-log refinement - With input from the Headcount owner the Product owner will prioritise roles and recommend delivery approach
* Provide external Talent supply picture and risks in to the Tech Initiatives they are aligned to
Resourcing Planning and Readiness
* Works closely and have regular cadence with the Tech Talent Resourcing Leader to ensure Resourcing Readiness - capacity, priorities, a proactive approach, sourcing mix and budgets
* Operationalises the Resourcing Plan, in partnership with the Resourcing Scrum Master / Resourcing Manager / Consultant, in to a suitable sourcing strategy
* Manages the Resourcing plan - reporting progress and escalating issues / blockers
* Supports the Resourcing team to remove blockers and issues
Continuous Improvement and Expertise
* Utilise Design Thinking and Agile methodologies to support continuous improvement, experience design, an iterative approach and pace of change
* Provide external best practice and innovative new ideas in to the Tech Initiatives and in to the Tech Talent Resourcing function
* Provides Continuous Improvement in to the Tech Initiatives they are aligned to and to Tech Talent as a whole.
Team Dynamics
* Initially the Resourcing Product Owner role will not have any direct reports but will be leading and driving matrix teams to create the Resourcing plan and support key initiatives.
Experience and Knowledge required
* Great understanding of Resourcing best and new practices, particularly as it relates to Technology and Digital Talent.
* Experience of resourcing/talent strategies and Tech strategies and able to act as a trusted advisor.
* High analytical skills to enable the Tech Initiatives and the Teach Talent team to make data driven decisions.
* Strong influencing and communication skills to manage challenges and maintain relationships up to executive level.
* A creative thinker who can translate concepts and ideas into visions and actionable Resourcing outcomes
* A successful track record of interpreting and translating business demand into tangible Resourcing requirements and outcomes.
* Strong business analytical and problem-solving skills with multiple stakeholders in periods of ambiguity to enable delivery of Resourcing outcomes
* Ability to flexibly manage and collaborate with virtual teams
* Outstanding interpersonal skills, ability to collaborate, lead and work with matrix teams, leveraging individual styles and preferences
