Department profile
Reengineering & Expense Management Department (REM) works in close partnership with the businesses within Morgan Stanley and supports functions to identify and execute opportunities to manage expenses through strategic sourcing, demand management, process reengineering and procurement management.
IT Sourcing is part of the REM department. It partners with the Firm's business units to identify best practice solutions that will manage global costs and processes surrounding the acquisition of all IT related goods and services.

Role Overview
The Sourcing Professional will help lead the complex sourcing/purchasing of Network and Telecommunications voice and data hardware and carrier transport services for Firmwide Sourcing, reporting into the Global Head of IT Telecom Sourcing.

Primary Responsibilities
• Manage a global pipeline of sourcing projects and their related services
• Build and maintain relationships with Business Units and Technology stakeholders, advising on sourcing options and strategies
• Solicit competitive bids from multiple suppliers using sourcing tools such as the quoting process, electronic tender and/or reverse auction before evaluating/scoring bids
• Lead and support with vendor selection; contract negotiations and drafting vendor contracts, working closely with Legal and Business Unit and Technology stakeholders
• Collaborate with global colleagues to ensure specific regional requirements and limitations are incorporated into sourcing projects
• Develop and implement RFI/RFP/RFQ's (including eRFx)
• Support strategic projects that leverage global vendor relationships for cost advantage and quality transactions from a shareholder perspective

Qualifications
Skills Required
• Understanding and experience in sourcing including ecommerce, sourcing strategies and solid knowledge of system technology
• Knowledge of European telecom environment including transport, hardware / software, managed services, mobility and co-location services:
- IT/Telco Resources (Staffing & Consulting)
- Carrier (Transport)
- Sales & Trading (Networks and Hardware)
- Hardware (Voice and Networks)
• Excellent relationship management skills to build trusted relationships
• Strong project management and organizational skills
• Able to develop category plans and account plans
• Broad Technology Proficiency
• Broad Procurement Proficiency
• Knowledge of the key aspects of IT/Telco legal contracts including metrics and service level agreements
• Self-starter
• Strong oral and written communications skills
• Strong IT & Telecommunication knowledge and understanding of IT/Telco issues and challenges
• Strong knowledge and understanding of sourcing options and their strengths and weaknesses
• Strong negotiation skills
• Strong facilitation skills
• Strong knowledge of the vendor marketplace
• Strong knowledge and proficient in Microsoft Office products (Excel & PowerPoint especially)
• Attention to detail
