After years of investment, the public sector has again become a political battleground

“Meet the new boss, the same as the old boss,” The Who’s Roger Daltrey sang in the hit song Won’t Get Fooled Again. Behind Daltrey’s manic screams was the message that although governments may come and go, political upheavals only ever maintain the status quo.
